A production sharing agreement (PSA) between SOCAR and BP for the development and exploration in the shallow water of the Absheron archipelago was signed on December 22, 2014. The contract area is 1.9 thousand km 2. Shares are divided in half.
The work is divided into 3 stages: primary exploration, basic exploration, field development. As part of the first stage, it was supposed to conduct 3D seismic and 2D seismic for 30 months. The company also had to assess the environmental impact of the work throughout the contract area. Under the agreement, if a company discovers promising structures, it has the right to select up to 4 such structures and proceed to the next stage - basic exploration. The second stage can take up to 3 years. During this period, BP should conduct an engineering and geological study of the selected structures and prepare a report on the assessment of these activities on the environment. If commercially valuable reserves are discovered during this period, SOCAR should prepare a development program for these fields within 6 months, and then proceed to the third stage - development itself. The development phase may last 23 years or longer. BP should begin commercial production within 36 months of the start of the development phase.
