五建海外项目坚决打赢防“疫”阻击战

中国石化新闻网讯 全球疫情形势日趋严峻,五建公司沙特和科威特各项目部根据集团公司关于做好境外机构项目防疫工作的文件精神,制定了严格的防控办法,持续强化落实防控执行举措。

疫情以来,沙特EO/EG项目部统筹安排好该项目停工期间机械设备和人员部署计划,对内加大疫情防控知识宣传,积极做好疫情防控应急响应预案,项目从上到下派遣专人做好员工心理辅导,增强员工自我保护意识。沙特哈拉德项目劳动力紧缺,受疫情影响较小,公司3月20日积极支援调配128名施工人员参与哈拉德项目建设,并按照新的施工部署计划,扎实做好暂未停工的海水泵和冷却水泵两个关键区域的机械安装施工,为减少人员聚集将现有人员分成营地办公和现场施工区域作业两部分,有序安排做到施工、防疫两不误。

沙特和科威特各项目部根据营地减员疏散后的闲置宿舍,调整员工宿舍居住空间大小和环境。项目部暂停了所有员工的休假计划安排,要求每位员工改变习惯,有所舍弃,为了共同利益每人都做出一点牺牲。项目部将坚持每日通过网络发送疫情信息通报,畅通员工获得及时讯息的通道。全体员工每日除上下班期间,一律禁止出入营地及施工区域;每人每日要坚持两点一线的作息时间安排,若非紧急情况或健康原因,员工不得私自外出。项目部将遵循“非必要不派车”的原则,严控人员流出流入,部分员工确因工作需要外出的,要严格按照外出审批流程办理外出手续,所有外出车辆均要有专人陪同并随时汇报地理位置。员工每日上下班期间,要坚持佩戴好口罩。项目部在营地、各工作区域口设有温度检测关卡,并设有专人负责检测人员体温变化情况、出行轨迹,并仔细做好员工体温、出现轨迹跟踪记录统计。每日下午定时对员工宿舍、食堂等生活区域和现场办公区域进行全面消毒灭菌。建立一处隔离区和观察区,区域内有指定专人负责被隔离或观察期间,员工的饮食配送等生活事项。做好疫情防护物资的储备,按照公司文件精神至少储备2-3个月的物资供应要求,后勤保障系统要做好充足的食物储备,如米、面、油料、蔬菜肉类、饮用水等;科学分配口罩、手套、消毒液、酒精等必要的防护用品和劳保用品,最大限度地做好疫情防控工作;项目部通过这些举措,全力以赴打好公司沙特地区防“疫”攻坚战,有条不紊地积极推进项目健康、有序、可持续运行。(高仙菊 整理)

Overseas Projects of Sinopec Fifth Construction Company (SFCC)all set in determination to fend off the Covid-19 Pandemic   

 

Since the outbreak of Covid-19, SFCC EO / EG Project management in Saudi Arabia has initiated an overall robust plan for the deployment of mechanical equipment and personnel during the shutdown of the project, promulgated proactively among the internal staff the knowledge about pandemic prevention and control, and aptly prepared the emergency response plans thereto. Meanwhile, there are assigned personnel in project to provide psychological counselling for its employees at all levels in order to reinforce the awareness of self-protection in this regard. Given that Saudi Haradh project was short of manpower supply and thus then staff there less affected by the pandemic, SFCC reacted in support with a timely mobilization of 128 construction personnel to participate in Haradh project on March 20, following which the project management updated their construction plan, with particular endeavors to safeguard the unsuspended activities of mechanical installation in the two key areas, seawater pump area and cooling water pump area. Besides, in order to avoid congregation of crowd as much as possible, the existing personnel were divided into two groups, each working in camp office and site construction area respectively, as a way to harness the perfect balance between the needs of construction activity and pandemic prevention.

 

The project organizations in Saudi Arabia and Kuwait have also made adjustments to their accommodation arrangement for employees accordingly, by making use of the available redundant rooms of the demobilized employees to maximize effort of social distancing, also suspended the vacation plans of current remaining employees, and urged them all to refrain from habitual tendency and align their behaviors to the principle of public interest by all means necessary in spite of personal inconvenience. The projects will maintain the mechanism of publishing the status of pandemic on a daily basis through the internet that allows employees easy access to the information. Generally, no employees would be allowed to enter or exit the camp or construction area except during the time of work shift such that unless cases of emergency dictates, the transit would be reduced to the mere commute between the camp and site. Accordingly, the projects also implement a tight control on vehicle permission supplementing the prior control measures on the flow of personnel, where there are formalities in place for anyone in need of vehicle due to necessity of work to follow in order to obtain approval on the use, and all vehicles going out should engage an assigned person whose very job is to report the geographical location of the vehicle at any time needed.

 

As regards personal protection method, employees are wearing masks every day to and from work, and in addition the projects there all have set up some temperature measurement devices at the entrance gate of the camp and each work area, with assigned persons tasked for recording employee body temperature and keeping record of their getting in and out. Further still, sanitation program is set in place for a scheduled medical sterilization to be implemented every afternoon in the areas including accommodation, canteen and site office areas in a thorough manner. There are also designated areas established for purpose of quarantine and medical observation, where assigned personnel would take care of the needs of those put in isolation there.

 

In order to procure a sufficient reserve of materials for pandemic prevention, in keeping with the company’s requirements for having material reserve enough to cover at least 2-3 months demands in the future, the projects there are set to secure their food reserves by a robust logistic system, including rice, flour, oil, vegetable, meat, drinking water, etc., scientifically ration the necessary PPEs among employees including masks, gloves, disinfectants, alcohol essence, etc., aiming at a comprehensive approach to the pandemic prevention and control.

 

By following those measures, SFCC overseas projects will continue to pour in their efforts in the battle of prevention against the pandemic and push forward the project progress in a healthy, orderly and sustainable manner.Translated by Su fangzhou)
